The cable lock on the Archway, # TH9009XT, is indeed only long enough to reach around the nearest bike to it (the outside bike). My Thule contact stated that if carrying just one bike on the rack and you wanted to lock it, using the furthest out position is permissible and deemed perfectly safe.
However, if you wanted to you could use a separate cable lock, like # e98891, and leave the bike in the position closest to the vehicle.

There are several great options for bike racks to transport your e-bike, but the Thule Camber 2 Bike Rack # TH9058 has a total weight capacity of 75 lbs. Although this appears to be enough to carry your 50 lb e-bike, bike racks are actually rated per bike, so the Thule amber can only support two bikes up to 37.5 lbs each. The Anti-Rattle Hitch Lock for Kuat Transfer Bike Racks # HLT has a pin span of 3-1/2". This is going to be the distance between the washers and the edge of the lock cylinder. I spoke with my contact at Yakima and he informed me that this Yakima Holdup 2 Bike Rack # Y02443 will fit bikes with wheel bases of up to 48 inches. What that means is that the distance between where the tires of the bike touch the ground cannot be larger than 48 inches.
Most likely this rack will work on your bike, but you will want to determine the wheelbase of the bike before ordering to be sure.
